A global betting brand can be legitimate abroad and still be unauthorized in Brazil.
A bettor opens a saved sportsbook link and lands on a .bet.br domain—or finds that the old site no longer takes a Pix deposit. The brand may look unchanged, but the route now matters.
Under Brazil’s fixed-odds betting regime, operators serving the national market need federal authorization and must use an approved .bet.br domain. A licence from Malta, Curaçao, the United Kingdom, or another jurisdiction does not replace that approval. Sites outside the local system may disappear from search results, face access blocking, or lose practical payment options. A redirect can signal a licensed Brazilian version; a working foreign page does not prove the operator may legally accept Brazilian bets.
Brazil did not suddenly legalize sports betting in 2025. Law No. 13,756/2018 had already recognized fixed-odds betting as a lottery form. However, it left essential questions—licensing, supervision, taxation and operator duties—to later regulation. In practice, offshore sites continued serving Brazilian customers without holding a Brazilian authorization.
The decisive framework arrived with Law No. 14,790/2023. Together with implementing ordinances issued by the Ministry of Finance’s Secretariat of Prizes and Betting, it established application procedures, technical standards, advertising restrictions, anti-money-laundering controls and player-protection requirements.
The federally regulated market began operating on January 1, 2025. Approved companies could offer fixed-odds sports betting and eligible online games nationally, while operators without authorization could no longer lawfully target the Brazilian market.
This was therefore a transition from a gray market to a licensed national market, not a general betting ban. The distinction also matters when comparing Brazil with offshore betting rules in other countries: a website may operate legally somewhere else yet still lack permission to accept bets under Brazil’s federal regime.
Approval from the Ministry of Finance’s Secretariat of Prizes and Betting (SPA) is a Brazilian federal permission. A licence from Malta, Curaçao, or another foreign jurisdiction does not replace it.
The authorized operator must be established in Brazil, with local corporate registration and representatives. This gives regulators a domestic party responsible for compliance, taxes, player protection, and enforcement.
Authorization applies only to the brands named in the approval, helping show when licensing permits a brand to accept local players. Each approved brand must use its assigned .bet.br domain rather than an offshore address.
The Brazilian entity remains answerable to SPA for advertising, payments, anti-money-laundering controls, technical systems, and customer safeguards. Overseas group ownership does not shift that responsibility abroad.
Permission extends only to the betting activities covered by the authorization and generally lasts five years. Other gambling products, unapproved brands, or operation beyond the authorized period require separate legal authority.
Federal authorization requires an R$30 million upfront fee, covers a five-year period and permits up to three betting brands. That payment opens the door; it does not reduce the operator’s obligations during the term.
Licensed businesses must maintain the required Brazilian corporate structure, financial capacity and operational reserves. Betting platforms, games, payment systems and security controls must meet technical standards and obtain certification from recognized testing bodies.
Operators must run several controls continuously:
Operational and betting data must be supplied to the SPA through its monitoring systems, including SIGAP. Operators also face monthly supervision fees, the statutory levy on gross gaming revenue and ordinary Brazilian business taxes.
Advertising remains regulated after launch. Promotions cannot suggest guaranteed profit, target children or disguise material conditions; operators must also monitor affiliates and influencers acting for their brands.
The SPA can request information, inspect systems and investigate complaints. Certification renewals, incident reporting and compliance updates continue throughout the authorization period, with warnings, fines, suspension or revocation available when standards are not maintained. A licence is therefore better understood as five years of supervised operation, not a one-time seal of approval.
Before federal licensing took effect, Brazilians could commonly reach gambling sites operated abroad, often with no locally authorized company behind them. Availability did not necessarily mean that an operator was supervised in Brazil; it mainly reflected the practical ease of serving customers online from another jurisdiction.
The regulated model reverses that assumption. A fixed-odds betting operator targeting the national market now needs authorization from the Secretariat of Prizes and Betting (SPA), approved brands and a .bet.br address.
Enforcement can affect several routes into an unauthorized service:
A failed connection alone is not proof of a final court judgment. A site may be unavailable because of an administrative blocking request, provider action, technical failure, geolocation policy or the operator’s own withdrawal. The SPA’s current authorization and blocking lists provide stronger evidence than accessibility alone.
The practical value of a locally licensed sportsbook becomes visible before the first wager. A .bet.br domain identifies the Brazilian operation, while sign-up typically requires a CPF, date of birth and identity verification rather than only an email address.

These measures create clearer accountability: records sit with an authorized Brazilian company, and complaints can involve the operator, consumer-protection channels or the federal betting regulator, the SPA.
Licensing still cannot remove financial loss, compulsive play, phishing, account theft or poor personal decisions. A familiar brand and local authorization indicate oversight—not guaranteed payouts from every bet, harmless play or freedom from disputes.
The federal regime principally covers fixed-odds bets, where the payout is defined when the wager is placed. This includes markets on real sporting events and approved online games in which a certified random mechanism determines the result.
Several activities sit outside that core framework or follow separate rules:
Names such as “sports game,” “prediction contest,” or “casino experience” do not settle the classification. The practical questions are whether the operator holds SPA authorization and whether that specific product or brand forms part of its permitted Brazilian offering.
Match-integrity rules can bar or restrict wagers vulnerable to manipulation, including certain markets based on isolated actions by a single participant. An authorized sportsbook therefore may lawfully omit bets offered elsewhere.
Does using an offshore site make the bettor unlawful?
Authorization governs an operator’s right to offer bets in Brazil; it does not automatically make every bettor reaching an offshore site an offender. Personal conduct can still raise separate issues, such as fraud, money laundering or tax noncompliance.
Does a foreign license count in Brazil?
No. A Malta, Curaçao or other overseas license may indicate supervision abroad, but it neither replaces SPA authorization nor permits a .bet.br domain.
Why can an account work while payments fail?
Blocking can affect domains, payment channels or advertising at different times. A site may remain reachable yet unauthorized, while deposits or withdrawals stop without notice.
What happens to existing balances and winnings?
A balance does not disappear merely because access is blocked, but withdrawing it may become difficult. Tax treatment remains separate: declaration or payment duties follow applicable Brazilian rules, not the operator’s licensing status.
What recourse exists if funds are withheld?
Brazilian complaint channels and licensed-operator safeguards may not reach an unauthorized foreign site. Recovery may depend on the operator’s overseas process, an eligible payment dispute or cross-border litigation—none of which guarantees payment.
Start with the regulator’s latest authorization list, not a search result or review. This is the core step in checking a Latin American betting license.
Confirm that both the legal entity and the exact betting brand appear in the record. Authorization for one brand does not automatically cover a similarly named site.
Use the listed .bet.br domain and compare the operator name, CNPJ and contact details. Bookmarks are safer than links in unsolicited messages.
A familiar logo, cloned design or offshore license badge does not prove Brazilian authorization. Be cautious if a page redirects elsewhere or offers an alternative domain.
Before funding the account, check withdrawal rules, identity requirements, support channels and responsible-gambling tools, including limits and self-exclusion information.
